As General Manager and Senior Vice President of Health Plan Solutions at Softheon, Kevin Deutsch has spent the past decade partnering with over 40 health plans nationwide. His leadership has helped these organizations serve more than 5 million members through Softheon’s streamlined and efficient solutions for shopping, enrollment, billing, and member management—ultimately advancing their mission to expand and retain healthcare coverage. Softheon’s healthcare Software-as-a-Service (SaaS) and Business Process-as-a-Service (BPaaS) solutions solve complex challenges for health plans, their distribution networks, and government health agencies. Currently, Softheon’s solutions serve over 100 health plans.
When Bright Health withdrew from the Marketplace in 15 states before Open Enrollment (OE) 2023, it affected over one million individuals who needed to find new healthcare coverage. Kevin and his team worked directly with partner health plans to ensure these populations maintained access to affordable healthcare. The results were significant: Softheon-partnered health plans in affected states experienced membership growth of at least 230%. One health plan saw a 9,197% increase in membership compared to OE 2022. Hundreds of thousands of individuals transitioned to a plan supported by Softheon within a two-week timeframe.
Kevin also guided the development of Softheon’s cloud-based platform that reduces administrative overhead and enhances user experiences for issuers and consumers in Small Group, Medicare, and Affordable Care Act (ACA) markets. During the Bright Health transition, the platform demonstrated its adaptable architecture and advanced data integration capabilities. The platform's ability to transform and standardize complex enrollment information from multiple sources proved invaluable to maintaining continuity of service; Softheon maintained its service agreements by processing 99.9% of enrollment transactions on the same day despite the massive volume increase. Additionally, partnered health plans saw a 1.5% higher effectuation rate compared to the 2021 plan year average.
The impact Kevin and his team at Softheon made during the Bright Health transition demonstrates how effective technology can deliver measurable results, ensuring hundreds of thousands of individuals had access to coverage options.
