Nandhakumar Raju - Innovative Leadership in Healthcare

Optum, a division of UnitedHealth Group, stands at the forefront of healthcare innovation, dedicated to improving the quality, accessibility, and efficiency of healthcare systems nationwide. As the Director of Software Engineering at Optum and overall, 24 years of IT experience, I have been instrumental in the comprehensive modernization of state-based health exchanges, particularly the Massachusetts Health Connector (MA-HIX) and MassHealth, which together serve over 2 million residents in Massachusetts.

In 2014, following the initial challenges of the Massachusetts ACA Exchange rollout, I was brought on board as a critical leader to orchestrate a rapid and transformative turnaround. The Massachusetts Health Connector now provides health and dental insurance to over 300,000 individuals, families, and small businesses—acting as a vital safety net for those without access to employer-sponsored insurance or other public programs. Additionally, MassHealth benefits nearly 2 million people, including children, families, pregnant women, seniors, and people with disabilities, accounting for almost 30% of the state’s population. My role has been pivotal in ensuring that these diverse populations continue to access affordable, high-quality healthcare services.

Over the past decade, I have led a series of transformative initiatives, including the successful management of nine Open Enrollment periods, a major migration to AWS cloud infrastructure, and the integration of advanced notification and communication solutions. These efforts have significantly enhanced platform performance, scalability, and user experience, while ensuring full compliance with federal and state regulations. By fostering collaboration across cross-functional teams, external vendors, and government agencies, I have driven a culture of operational excellence and innovation.

My leadership has resulted in substantial improvements in healthcare access and delivery, driving increased enrollment, elevated user satisfaction, and an expanded reach to underserved communities. These achievements have solidified Massachusetts’ position as one of the top states in the U.S. for health insurance coverage, showcasing the resilience and effectiveness of the Massachusetts Health Connector and MassHealth in serving their communities with excellence and integrity.
